DPWH RECOGNIZED MOST EFFICIENT OFFICE,
AWARDED EMPLOYEE OF THE YEAR |

DPWH offices which were able to process or act on transactions at the least possible period of time were recognized during the agency’s annual Christmas party celebration recently.
Awarded as the most compliant Document Tracking System (DoTS) Office for CY 2008 was the Special Bridge-Project Management Office with the offices of Undersecretary Rafael C. Yabut and Senior Undersecretary Manuel Bonoan placing 1st and 2nd runner-up, respectively.
Based on January 1 to November records, the three offices were able to process more than 300 transactions with least numbers of delayed processing days and data change requests.
For the regional offices, DPWH Region 2 was adjudged most compliant to document tracking system followed by Regions 3 and 1 after being able to process more than 200 transactions and having the least number of delayed processing days of 2, 9 and 12 days, respectively.
DoTS was conceptualized to come up with a system that would respond immediately to queries regarding the status of documents and more importantly to prompt those in charge to be more conscious of the number of processing days the document is taking in them.
The online tracking system enables to access, view, and know the status of official documents on the procurement and implementation of local and foreign-assisted civil works projects, road right of way payment, advance and progress payments, other documents that the Executive Committee deem critical, local and foreign-assisted consulting services undertaken by Project Management Offices, and processing of documents in the procurement of goods, intended for
the different offices of the Department.
Meanwhile, Leopoldo Moreno of the Legal Service was named DPWH Model Employee of the Year based on his performance rating followed by Melrose Pailma of Bureau of Construction and Carmelino Tizon of Feasibility Studies-Project Management Office.
DPWH Secretary Hermogenes Ebdane Jr. said that by giving awards and recognition to deserving department employees and offices, people are motivated to strive for excellence, hence, benefiting the general public in terms of quality service expected of a public servant. |

EBDANE CITES HARDWORK AND DEDICATION

DPWH Secretary Hermogenes Ebdane Jr. recognizes the hard work and dedication put in by the men and women of the department for the year 2008 that bring forth the expected results.
In his Christmas Message, Secretary Ebdane extended his gratitude to each and every member of the DPWH family for working together towards achieving our targets.
“It has been another action-packed year, thanks to our non-stop work, and all of you deserve the warmest applause for a job well done. It is my hope that we have taken note of what and how we can improve our service, and learned our lessons well”, said Ebdane.
The DPWH Chief said that if there is one thing that should inspire the DPWH employees, it is that no growth will happen and no progress can be made without the roads and bridges that they build.
This year also marked the one hundred ten years of the Department of Public Works and Highways. The year-long celebration was focused on propagating the spirit of service that has been the trademark of the DPWH since 1898.
From sports to cultural presentations to a memorabilia contest, DPWH made the effort to remember the work of the past, as well as to build a stronger team for the work of the present and the future.
Ebdane emphasized that looking at what DPWH has done so far, from rough roads in the 1900s to interprovincial roads in the 1940s to expressways in the 1970s and flyovers in the 1990s, it can be said that the DPWH has lived up to the challenge.
“Indeed, there is much to celebrate this Christmas and I am glad that we take the time to enjoy the fruits of our labor, as one DPWH Family”, added Ebdane. |

GIFT GIVING FOR STREET CHILDREN |

DPWH Secretary Hermogenes E. Ebdane Jr. will spearhead on Wednesday (December 17, 2008) the annual gift-giving program for street children.
Gift giving drive for street children dubbed “Alay Sa Batang Lansangan”, which will be held at the DPWH Region 4-A Compound in EDSA, Quezon City is in line with the Department’s commitment to serve the needy kids.
Items to be given include a backpack containing assorted toys, body hygiene, t-shirt, and slippers.
Secretary Ebdane said that Christmas celebrations are truly for children and our sharing of gifts especially to poor and needy kids is among the worthy deeds for the season.
No matter how big or small, whatever the value of the contents, the simple act of receiving gift is more than enough to bring joy to children, said Ebdane.
The DPWH Chief lauded the DPWH Central Office, National Capital Region and Regions 4-A and 4-B officials and employees for their wholehearted participation in this noble endeavor. |

DPWH FORMS SKELETAL FORCE FOR LONG CHRISTMAS VACATION |

To assure continued public service especially due to the influx of motorists to their respective provinces for the long Christmas vacation, Department of Public Works and Highways Secretary Hermogenes Ebdane Jr. ordered the formation of DPWH Skeletal Work Force in Central Office and all Regional Offices.
In his Memorandum, Ebdane instructed all DPWH regional directors and district engineers to organize their respective skeletal workforce and shall render emergency services that may be required and transmit reports and vital instructions that need to be relayed during the non-working holidays including Saturdays and Sundays from December 25, 2008 to January 2, 2009.
“ Communication system in all offices shall be kept operational for ready reception and transmittal at all times, the long vacation shall not be a reason to hamper public service” Ebdane added.
Meanwhile, Ebdane also instructed the regional directors from Regions I, II, III, IV-A, V and the Cordillera Administrative Region to set up Motorists Assistance Stations to assists travelling public along major thoroughfares and assure that all national roads are free from obstructions to ensure continuous flow of traffic.
In the DPWH Central Office, all officials are directed to designate an Action Officer to man their respective offices and head the skeletal workforce during the scheduled period.

The DPWH Executive Committee headed by Secretary Hermogenes E. Ebdane Jr. with Undersecretaries and Assistant Secretaries as members have honored distinguished individuals of the agency in conjunction with the holding of Recognition Day and Employees Night at the DPWH Central Office recently.
DPWH Region IV-A Director Bonifacio Oblefias Seguit was awarded Best DPWH Regional Director for 2008, his second in two (2) consecutive years since the award’s inception under the leadership of Secretary Ebdane.
The award is in recognition to Director Seguit’s outstanding and exemplary performance, distinguished leadership and proficiency in managing infrastructure projects.
A public servant who had shown excellence service and professionalism throughout his public service, Director Seguit prior to receiving the 2007 and 2008 Regional Director of Year Honors was recognized in year 1984 as the “Most Outstanding MPWH Region IV-A Employee”, an award for a truly determined achiever who lived by the words: “Lord, teach me what to do; lead me where to go".
DPWH National Capital Region Director Robert G. Lala and Region 3 Director Alfredo G. Tolentino placed 1st and 2nd Runner Up as the Regional Director of the Year, respectively.
DPWH Region 4-A was also recognized as Best Region in Maintenance and Quality Control.
Completing the dominance of DPWH Region 4-A for the year 2008, District Engineer Ronnel Montañez Tan of Quezon 4th District Engineering Office was named Outstanding District Engineer among the more than 170 District Engineers nationwide
The award was in recognition of Engineer Tan’s able stewardship of Quezon 4th District Engineering Office which as the agency frontliner, helped uplifts the live of our people through the implementation of infrastructure projects.
Prior to the recognition, Engineer Tan was named DPWH Model Employee of the Year in 1995 awarded by no less than former President Fidel V. Ramos. He was also a recipient of the Most Outstanding Public Employee Award in 1994 by the DPWH Region 4-A.
Bagging the Project Director of the Year award was Project Manager Maximo Carvajal of International Bank for Reconstruction and Development-Project Management Office with Project Director Estrella Villar of PMO-Asian Development Bank and Project Director Nilo D. Pamaylaon of PMO-Metro Cebu Development Project placing 1st and 2nd runner up respectively.
Other top awardees include National Capital Region as Best in Construction and 2nd Runner up for Best in Maintenance; Region 3 as 2nd Runner Up for Best in Quality Control and Construction; Region 1 as 1st Runner Up for Best in Maintenance; and Region 13 as 1st Runner Up for Best in Quality Control. |

DPWH APPREHENDS 1,550 OVERLOADED TRUCKS |

To prevent early deterioration of national roads caused by heavy loaded cargo and trailer trucks, the Department of Public Works and Highways in Cagayan Valley Region had reported the apprehension of 1,550 overloaded trucks passing along Daang Maharlika Road.
In able to save funds allotted for road maintenance works, DPWH Secretary Hermogenes E. Ebdane Jr, had ordered all regional directors to intensify the implementation of Republic Act No. 8794 also known as Anti-Overloading Act to protect and prolong the lifespan of main arterial road network in the country.
“ We must make all those who violates the law to be liable, these overloaded trucks are destroying public property, they should be held responsible and must pay for the damage that they have done” Ebdane added.
Recent study conducted by the DPWH Planning Service and Road Information Management and Monitoring System revealed that the main cause of early deterioration of national roads and bridges are the freight trucks and container vans whose gross weight exceeded the allowable 13.5 per axle load limit.
In his report to Secretary Ebdane, DPWH Region II Director Eugenio Pipo Jr. said the DPWH Anti-overloading team was composed of representatives the DILG, Philippine National Police and LTO which was stationed at the DPWH bridge weighing station in Brgy. Kikiling, Claveria, Cagayan.
“ Since the second quarter of this year, last October has the greatest number of truck violations, a total of 269 overloaded trucks were apprehended” Pipo added. |

The application of Geographic Information System (GIS) yielded multiple benefits to the Department of Public Works and Highways (DPWH). It has increased productivity with less costs and time. It has also improved the quality and delivery of DPWH services.
With the objective to enhance the I. T. technical skills of its Executives particularly on the application of GIS, the DPWH recently conducted an Information Technology Training for Executives in Cagayan de Oro City. Director Sinaolan T. Macarambon welcomed the participants from various DPWH Regional offices and the resource persons from GIS.
MIS Director Elizabeth E. Yap presented the overview of the training on Geographic Information System (GIS), IT Governance, Transport, HDM-4 Highway Development and Management.
GIS, an organized collection of computer hardware, software, geographic data, and personnel is very important to an organization. When applied, it organizes geographic knowledge; increases data accuracy; automates and streamlines workflows; builds information base and enhances communication; increases efficiency; generates revenue; improves customer services; manages assets and resources; and supports decision making. It builds a foundation to support the agency’s processes. It gives tools to analyze data to reveal trends and relationships for improved performance.
Director Yap stressed the importance of GIS. She also discussed the importance of pavement management system in highway planning process. It includes all the activities involved in planning & programming, design, construction, maintenance, and rehabilitation of the pavement portion of the road works program. It is an essential tool that supports the new planning process that is based on long-term network needs and helps determine policies and targets on asset preservation within available funds.
Another significant topic discussed in the training was the Highway Development Management 4 (HDM-4) which the Department is now using since 2000. It is a road investment model used to investigate economic viability of road projects and. It supports long-term, medium term and annual planning and programming of projects which will optimize funds and economic benefits to road users given the budget constraints.
The training for executives is part of the continuous process of the department in the establishment and improvement of its systems and procedures that will make DPWH a more responsive and effective organization and infrastructure service provider. |

DPWH & WORLD BANK MEET FOR NRIMP 2 IMPLEMENTATION |

To formally plan and assure smooth implementation of the approved World Bank assisted National Road Improvement and Management Program Phase II (NRIMP 2), the Department of Public Works and Highways, World Bank Mission and Australian Agency for International Development (AusAID) recently held a Kick Off Meeting for World Bank Loan No. 7552-PH.
The NRIMP 2 Project will be implemented by the DPWH which has an estimated total amount of $576.02 Million of which the government will shoulder $333.52 Million, while the remaining balance of $10.5 million will come from AusAID.
NRIMP 2 involves the continuation of the establishment of management system for the upgrading and preservation under the NRIMP 1 Package. NRIMP 2 includes the implementation of 450 kilometers of national arterial roads and bridges and a comprehensive road maintenance program. It also includes DPWH Institutional reforms component which involved I.T. enabled reforms efforts. |

MACOGON BRIDGE IN CAMARINES NORTE UNPASSABLE-DPWH |

After two consecutive days of heavy rains due to an active Low Pressure Area, the Department of Public Works and Highways has reported the closure of Macogon Bridge along Daang Maharlika Highway in Labo, Camarines Norte.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Region V Director Orlando Roces said that heavy equipment and maintenance crew are now deployed in the area to conduct immediate pallative repair works on the damaged bridge after the flood water subsides.
“ Motorists are advised to use the Quirino Highway as an alternate route, our district engineering office has completed the make shift foot bridge that’s why only pedestrians can pass along damaged bridge” Roces added.
Roces also said that warning signs were already installed on the both ends of the affected roads and DPWH emergency crew are deployed to respond to emergency road situation.
Meanwhile, DPWH CNDEO District Engineer Willard Atutubo said that DPWH dump trucks and emergency crew are now helping with the Provincial Coordinating Council in the rescue and relief operation on the displaced 11,147 families due to massive floods.
“ As of yesterday afternoon, we have completed the clearing operations in minor landslide affected roads. All secondary roads in Camarines Norte are now passable except for the Macogon Section” Atutubo said. |
