DPWH EFFORTS AGAINST CORRUPTION CITED |

Department of Public Works and Highways ranked 3rd among 177 agencies in terms of compliance to the requirements of the Integrity Development Action Plan for the Year 2009.
The citation from the Office of the President – Presidential Anti-Graft Commission (PAGC) given last February 9, 2010 is an indicator of the positive accomplishment done by the agency in fighting corruption.
Representing DPWH Secretary Victor A. Domingo in receiving the award from PAGC chairperson Constancia de Guzman was Assistant Secretary Raul C. Asis in ceremonies held at the Diosdado Macapagal Hall of the Land Bank of the Philippines Plaza Building in Malate, Manila.
DPWH ranking was based on the assessed performance of 177 government agencies in terms of the quality of anti-corruption measures.
To address the issue of anomalies and systemic weaknesses in the public bidding and procurement processes, various project-specific measures were adopted by DPWH intended to deter collusion and prevent further opportunities for corruption, among which are the following:
1. The adoption of post-qualification procedures that will determine the contractor’s capability after bids are submitted. While there are pre-qualification requirements, the post-qualification procedures protect the process. This also encourages the participation of more bidders, an indicator that the process is healthy and viable.
2. The full participation of DPWH NGO partner Bantay Lansangan or Road Watch which is supported by Australian Aid [AusAid], our institutional partner in capability-building. Bantay Lansangan is fulfilling its mandate to check on the procedures and process of on-going and future projects.
3. The presence of additional observers during the bidding, including representation from the Church, VACC, Media Organizations, Civil Society Group, and others.
4. The use of Independent Procurement Evaluators, Independent Technical Audit, Financial Management Advisors, Organizational Effectiveness Advisors and Internal Audit Strengthening, all co-financed by institutional partner Australian Aid [AusAid] to improve transparency and integrity of the procurement process.
Under World Bank-assisted National Road Improvement Management Program 2, Asian Development Bank (ADB)-assisted Road Sector Institutional Development and Investment Program, and Japan International Cooperation Agency (JICA) Road Upgrading and Preservation Project, the DPWH continues to implement anti-corruption measures to combat graft and corruption.
PAGC periodically conducts evaluation of performance of government agencies in line with the commission’s integrity development action plan and moral renewal program.
Both programs aim to infuse the virtues of integrity, transparency and efficiency in the delivery of public service.
IDAP was adopted in 2004 as the national anti-corruption framework of the government while the moral renewal program was introduced in January 2009 through administrative order issued by President Gloria Macapagal Arroyo. |

VITAL SONA PROJECTS ON CORDILLERA WILL BE COMPLETED IN APRIL- DPWH |

Four of the major SONA projects of President Gloria Macapagal Arroyo are set to be completed by April this year as assured by the Department of Public Works and Highways during the 2nd Technical Meeting of Infrastructure Monitoring and Advisory Group held in Tabuk City, Kalinga Province.
In his regional project inspection, DPWH Secretary Victor Domingo has instructed the regional office to strictly implement the 24/7 work schedule on the Halsema Highway Rehabilitation Project Phase II and III, Tinglayan Boundary- Labuangan Section 1 Project and the Lubuagan - Tabuk Section 2 Road project.
“ These road networks are not only important to the local farmers but it plays a vital role in the entire agricultural industry and food security program of the country” Domingo added.
DPWH-CAR OIC-Director Enrico Guilas said that the progress of work in the area was greatly affected by the recent visit of typhoons in the area and some road right-of-ways issues, which are now being settled in coordination with the National Council on Indigenous People.
To date, the P1.09 Billion Halsema Highway Phase II is now 80 percent complete, it involves the construction of 35.6 kilometers of concrete road, while the P0.86 Billion worth Phase III is now 83.6 percent complete. It includes the construction of 83.6 kilometers of concrete road.
Meanwhile, the P 2.3 Billion Tinglayan Boundary- Labuangan Section 1 Project is now 75 percent complete which includes the concreting of 68.18 kilometers of road, while the P 0.984 Billion Lubuagan - Tabuk Section 2 road project is now 51.06 complete, which includes the concreting of 51.06 kilometers of road.
Among those present during the meeting are the project contractors, DPWH field engineers, representatives from the concerned provincial and municipal government and non-government organizations. |

BETTER ROAD TO PAVE WAY FOR CENTRAL MINDANAO GROWTH |

Rehabilitation and improvement of infrastructure in Maguindanao and Sultan Kudarat are in full swing in line with the President Gloria Macapagal Arroyo administration’s effort of providing more and better roads that will pave to peace, growth and prosperity.
During a visit in Central Mindanao Region (Region 12), DPWH Secretary Victor A. Domingo was briefed on the progress of construction for the rehabilitation/improvement of Jct. Awang-Upi-Lebak-Kalamansig Road traversing the provinces of Maguindanao and Sultan Kudarat.
The project, included under the State of the Nation Address (SONA) priority project, involves the rehabilitation and/or reconstruction of about 105 kilometers of roads and bridges from Jct. Awang in Maguindanao and terminates at Kalamansig in Sultan Kudarat.
To fast-track project works, the project was implemented into three contract packages with package 1 covering the 30.18 kilometer Jct. Awang Upi Road funded by the Government of the Philippines (GOP) and implemented by the DPWH Region 12 Office under Director Sinaolan Macarambon.
The project under contract with RD Interior Jr. Construction is almost 85% completed.
On the otherhand, contract package 2 which covers the 37.88 kilometer North Upi-Maguindanao/Sultan Kudarat Boundary and contract package 3 covering the 36.94 kilometers Maguindanao/Sultan Kudarat Boundary-Lebak-Kalamansig Road are funded under a loan agreement between GOP and the Japan Bank for International Cooperation and is implemented by the DPWH Rural Road Network Development Project-Project Management Office (RRNDP-PMO).
Construction of contract package 2 under Hanjin Heavy Industries and Construction Co. has just commenced last January 2010 due to delay in the concurrence of award while progress of work for contract package 3 under PL Sebastian Construction and Wee Eng Construction (joint venture) is at 30%.
To expedite work, Secretary Victor Domingo and Undersecretary Bashir D. Rasuman, in-charge of Mindanao operation have directed the contractor to hire additional manpower in the field to undertake drainage and slope protection works.
Also, the contractor has been instructed to mobilized additional equipment including the installation of additional batching plant to enable work overtime particularly with the good weather condition in the area. |

DPWH CREATES COMMITTEE FOR RIVER BASIN FLOOD CONTROL MASTER PLAN |

To assure the effectiveness and coordinated implementation of the Preparatory Study for the Sector Loan on Disaster Risk Management, Public Works and Highways Secretary Victor Domingo formed a Steering Committee and Technical Working Group composed of flood engineering experts from the DPWH and other government agencies.
In his Special Order, Domingo designated DPWH Assistant Secretary Maria Catalina Cabral as Steering Committee Chairperson, Flood Control and Sabo Engineering Center Project Director Resito David as Vice-Chariperson and among its members are flood experts from DPWH Planning Service, Major Flood Control Projects, Environmental and Services Office, Bureau of Maintenance and representatives from NEDA, Office of the Civil Defense, DENR-Mines and Geosciences Bureau and PAGASA.
The preparatory study is co-financed by the Government of Japan through the Japan International Cooperation Agency (JICA).
The in-house JICA River Management Expert assigned in the DPWH Planning Service and the JICA Field Advisor in the FCSEC shall serve as honorary members of the committee.
The main function of the steering committee is to monitor the progress of the study, provide guidance, resources and support to the study team and ensure the success and desired outcome of the study.
They will also review and monitor the conduct of Master Plan and Feasibility Study of 12 river basins such as Agos in Calabarzon, Yawa in Bicol Region, Quiragay in Northern Luzon, Amburayan in Cordillera, Balete in Mimaropa, Aklan in Western Visayas, Dungcaan and Lake Mainit-Tubay in Eastern Visayas, Guinabasan in Cnetral Visayas, Iponan in Northern Mindanao, Tumaga in Zamboanga Peninsula, Lipadas in Davao Region, and Silway-Popong-Sinaual in Cotabato.
Meanwhile, A technical Working Group was also formed to assists the steering committee. Engineer Dolores Hipolito, from the DPWH Flood Control and Sabo Engineering Center was assigned as Chairperson and Engr. Rebecca Garsuta as Co-Chairperson. |

During the 15th Agribusiness Mindanao Super Region Inter-Agency Meeting held in Puerto Princesa, Palawan, DPWH Secretary Victor Domingo assures the delegates from the Mindanao Development Council that all priority projects in Mindanao are on track with some minor problems on peace and order in other critical areas. Nine major infrastructure projects of President Gloria Macpaagal Arroyo in Mindanao or a total of P18.6 Billion road and bridge projects are now 85.9 percent complete as reported by the Department of Public Works and Highways during the 15th Mindanao Economic Development Council Inter-Agency Meeting held at the Puerto Princesa, Palawan.
During the meeting, DPWH Secretary Victor Domingo assured the council members that considering the importance of adequate infrastructure facilities in the investment potentials of Mindanao, the Department is now exerting its efforts to substantially complete the SONA projects on or before June this year.
“ We are taking advantage of the good weather condition and strictly implementing 24/7 working scheme to assure that we can meet the deadline” Domingo said.
Meanwhile, DPWH Undersecretary Bashir Rasuman, in charge of Mindanao operations said that there are some areas that experiencing slow progress of work because of peace and order situation, but the DPWH is now constantly coordinating with the local government and tribal communities to help in the negotiation with the concerned parties.
Among the priority projects in Minadanao are the Dapitan-Dakak Road and Zamboanga West Coast Road in Zamboanga Peninsula, Awang-Upi-Lebak-Maguindanao-Kalamansig Road in Socsargen, Iligan City Circumferential Road in Northern Mindanao, Surigao- Davao Coastal Road, Kapalong- Talaingod-Valencia Road in Bukidnon and Davao Del Norte and the Diosdado Macapagal Bridge in Burtuan City. |

P649 MILLION DELFIN ALBANO BRIDGE COMPLETED-DPWH |

The Department of Public Works and Highways announced the completion of the P649.6 Million Delfin Albano Bridge Project in Cagayan Valley Region.
The Delfin Albano Bridge project connects the Pan Philippine Highway and Santiago-Tuguegarao Road and provides an alternate route to the municipality of Tumauini bypassing the congested towns of Ilagan and Cauayan City in the province of Isabela.
“ This new bridge is vital among the agricultural communities in the area as it speeds up the travelling time from the farm lands to the major trading posts in the market area” DPWH Acting Secretary Domingo said.
Meanwhile, in his report to DPWH Acting Secretary Victor Domingo, DPWH Region II Director Eugenio Pipo Jr. said that aside from the Delfin Albano Bridge, the DPWH Region II Office has also completed three high impact projects, namely; the P 330 Million improvement of the Bitnong-Belance Mueva Vizcaya Boundary Road, P103.7 Million construction of DPWH Regional Office Buidling and the P100 Million upgrading of Magapit Mission Road.
The 7.2 concrete paving of the Magapit-Mission road in Lal-lo and Sta Teresita towns is considered as expressway to the Cagayan Export Processing Zone and lessens the travelling time going to other municipalities of northeastern Cagayan.
Meanwhile, the Bitnong-Belance Road project in Nueva Vizcaya aims to develop rural road network that provides access roads from far flung barangays to the major arterial road links.
The new DPWH Regional Office No. 2 Building entails savings as it cuts off the annual rental fee from the former DPWH Office in Tuguegarao City. The new two-storey, 1,407 square meter DPWH Office is located at the Regional Government Center at Carig, Tuguegarao City. |
