
Engineer Emmanuel W. Diaz joined the department’s roaster of top executives upon his designation as Assistant Regional Director of DPWH Region I on March 2017.
Serving as District Engineer of Pangasinan 3rd District Engineering Office on concurrent capacity, Engr. Diaz earned the top post in the district office in 2011.Prior to this, he rendered a three-year stint as Assistant District Engineer. He has truly gone a long way from his earlier appointments as Engineer II in 1989 and Engineer III in 2002 at the Mt. Province District Engineering Office.
He was awarded a Certification of Commendation for his dedicated service in the Restoration of Various Infra Projects and Disaster Management and he was also given recognition as the topnotcher of the Comprehensive Training for DPWH Field Engineers. He passed the first DPWH-CSC Promotional Exams in 2011.
Some of the seminars he attended include the Executive Leadership Program of the Career Executive Service Board and other organizations such as Culture of Accountability Training by the Asian Development Bank, and the Executive Leadership and Management Competency Enhancement Program by the DPWH DAP.
Engr. Diaz completed his undergraduate program of Civil Engineering at the St. Louis University in 1982, and then in 2001 he pursued his Master in Public Management at the Mountain Province State Polytechnic College and Coldillera College.
Born in Bontoc, Mountain Province on December 23, 1960, he is married to Nellie Bangawan Diaz, a nurse at the Mountain Province State Polytechnic College and blessed with five children namely Emmanuel Jr., Rachel Kate, John Tyrel, Asuncion Dorothy, and Janice Alexa.
