
Assistant Secretary Medmier Gangcuangco Malig has over three decades of professional experience as a licensed Civil Engineer, specializing in materials and quality control while 8 years in the field of road safety and traffic engineering management. She is instrumental to the implementation of the Road Safety Technical Support for the Philippines in DPWH in 2018 using a new instrument from the World Bank called the Reimbursable Advisory Service (RAS) Agreement. This is the first time in DPWH and the second for the Philippines with DBM using the same instrument for their Budget & Treasury Management System (BTMS). This engagement is designed to strengthen the DPWH framework on road safety and to build the technical capability and competence of its personnel in road safety engineering.
Prior to her designation as Officer-in-Charge of the Office for the Assistant Secretary for Information Management and Technical Services, she was appointed Director of the newly created Bureau of Quality and Safety in 2015.
Engineer Malig’s skills were honed in the Bureau of Research and Standards where she first worked as a Senior Civil Engineer in 1988, promoted to Engineers II, III and IV positions, until she became Engineer V or Division Chief in 2009.
Assistant Secretary Malig is backed with several technical trainings held abroad such as Construction Technology in Underground in Japan, VicRoads Road Safety Engineering Workshop in Victoria, Australia, Tunnel Construction in Japan, Exchange Program on Road Safety in Seoul, South Korea.
She is a graduate of Bachelor of Science in Civil Engineering, with Academic Excellence, from Guagua National College. Additionally, she finished Bachelor of Science in Sanitary Engineering from National University in 1989. She holds a Master’s Degree in Public Administration from the Polytechnic University of the Philippines, 1993, and is a Doctor in Public Administration of the same academe in 2017.
Engineer Malig is Career Executive Service Eligible and with a rank of CESO III.
Responsibilities:
The Assistant Secretary for Information Management and Technical Services shall assist the Undersecretary in the overall supervision of the six (6) Bureaus, namely, Bureau of Construction, Bureau of Design, Bureau of Equipment, Bureau of Maintenance, Bureau of Quality & Safety, and Bureau of Research & Standards, as well as the Information Management Service (IMS).
