
Engineer Roseller Amansec Tolentino was a Project Manager of the Unified Project Management Office-Road Management Cluster I (UPMO-RMC 1) of the Department of Public Works and Highways prior to his designation as Regional Director of Regional Office III (Central Luzon) in 2018.
He started his government service in 1983 as a Materials Laboratory Technician at the then Ministry of Public Works and Highways - Rizal Engineering Office where he spent 23 years in various positions such as Associate Civil Engineer; Senior Civil Engineer; Engineer II; Engineer III; Engineer IV; and as Engineer IV (Assistant District Engineer).
From 2006 to 2018, he was the District Engineer of Quezon City 1st DEO until his promotion to Project Manager (PM) III under the DPWH-Unified Project Management Office – Roads Management Cluster I (UPMO-RMC I).
Engineer Tolentino attended several technical and leadership training programs that honed him into an all-weather, versatile engineering executive earning him a place in the Department’s hierarchy.
In 2017, he attended the Convention of the American Society of Civil Engineers (ASCE) held in New Orleans, Los Angeles, the 15th Road Engineering Association of Asia and Australasia (REAAA) Conference 2017 and International Road Federation (IRF) Global Road Summit sponsored by the Road Engineering Association of Asia and Australasia.
He is also an active member of various international and national professional organizations, viz: the American Society of Civil Engineers, the Association of Government Civil Engineers of the Philippines; Road Engineering Association of the Philippines; the Philippine Institute of Civil Engineers; and the District Engineers League of the Philippines where he serves as one of the Directors of the Board.
He obtained his Bachelor of Science in Civil Engineering from the Far Eastern University in 1982 and passed the Civil Engineering Licensure Examination (RA 1080) in 1983.
In 1997, he received his Master’s Degree in Business Administration (MBA) from the Jose Rizal College in Manila.
Engineer Tolentino is married to Precy Guerrero Tolentino and has four (4) children – Raymart, Roseller, Jr., Rachelle and Racquel.
