Regional Director Virgilio Calagos Eduarte’s professional experience as a Civil Engineer started when he joined the Department of Public Works and Highways – Quezon City District Engineering Office as a Construction / Maintenance Foreman in 1991.
He then rose from the ranks to become the Assistant District Engineer of Northern Samar Second District Engineering Office, District Engineer of the Samar First District Engineering Office (SFDEO) in Calbayog City, and finally, Assistant Regional Director of Regional Office VIII and Regional Director of Regional Office X.
As a District Engineer, RD Eduarte is a recipient of DPWH national award for Communication Development for three years; Best Engineering District in Region VIII; and Rank 1 in Quality Project Implementation (national level) in 2015, by the Bureau of Quality and Safety.
An accredited ASEAN Engineer, RD Eduarte is Career Executive Service Eligible (CESE) and a graduate of the CES Executive Leadership Program comprising Salamin, Diwa and Integrated Gabay ng Paglilingkod Training Courses.
Active in professional organizations, he is President of the Philippine Institute of Civil Engineers (PICE) - Calbayog Chapter, which was awarded Best PICE Chapter, Best Community Service, and Best Newsletter under Category C during his term.
Engineer Eduarte holds a Masters Degree in Business Administration and obtained his degrees in Civil Engineering and Electrical Engineering from Far Eastern University and Central Colleges of the Philippines, respectively. He is also a registered Electrical Engineer, a Junior Geodetic Engineer, a Master Electrician and a Master Plumber.
He was born in Sta. Margarita, Western Samar.
