Assistant Secretary Michael S. Villafranca joined the DPWH in 1999 as a Development Management Officer and rose from the ranks, holding various positions, including Director of the Human Resource and Administrative Service (HRAS) on January 4, 2018, Chief Administrative Officer of the DPWH-National Capital Region on March 6, 2014, and Chief Legal Officer of the DPWH-Cordillera Administrative Region on September 20, 2012 and Legal Officer of DPWH Region III on November 17, 2003. He was appointed as Assistant Secretary on November 18, 2024.
He was admitted to the Philippine Bar in 2005. He holds a Bachelor of Arts in Economics from the University of Santo Tomas, a Bachelor of Laws at the Arellano University, a Master’s degree in Public Administration from the University of the Philippines, a Diploma course in Organizational Development from the Ateneo Center for Organizational Development, and a Doctorate Degree in Public Administration from the Pamantasan ng Lungsod ng Maynila.
On March 8, 2022, he was conferred Career Executive Service Officer (CESO) III ranking.
Responsibilities:
The Assistant Secretary shall assist the Undersecretary for Support Services in the overall supervision of the Human Resource and Administrative Service (HRAS), Finance Service (FS), Procurement Service (PrS), and Stakeholders Relations Service (SRS).
