Undersecretary Eric A. Ayapana started his career as Civil Engineering Aide at DPWH Region IV-A on February 1, 1988. In July 1991, he transferred to the then newly created Quezon First District Engineering Office at Mauban, Quezon as one of its pioneers.
To sharpen his skills, he was selected to attend fourteen (14) month specialize training program at the Federal Republic of Germany, November 1995 to December 1996, sponsored by the German Government on the Road Maintenance Management. Furthermore, in 1998, in recognition of his performance, he was promoted as Chief of the Maintenance Section. Consequently, in 2001, he was cited as DPWH Model employee of the year for his exemplary performance in project implementation and maintenance.
Given the expertise he acquired during his years in the service, he was designated District Engineer of four (4) DEOs (Siquijor, Quezon 1st, Rizal 2nd and Cavite II) starting 2010-2014. In 2015, he was designated Assistant Regional Director of the Negros Island Region and in 2018, he was reassigned as ARD of Eastern Visayas. Again, in 2019, he was called to the Central Office to head the Bureau of Construction (BOC) at the time the COVID-19 pandemic hit the country, and nonetheless was deeply involved in the facilitation of the Construction of Quarantine Facilities/Modular Hospital all over the Philippines. In 2020, he headed the premier region; The National Capital Region, as its Regional Director, tasked to implement the most challenging projects of the Department in the metropolis.
In 2021, in recognition of the vast experience he accumulated over the years, he was appointed by the President as Assistant Secretary for Technical Services which handles the six (6) Technical Bureaus of the Department. Undersecretary Ayapana hails from the island of Polillo in Quezon and was both a Civil and Sanitary Engineer aside from his Master in Management Degree.
Responsibilities:
The Undersecretary for Operations in Charge of Convergence Projects shall be in charge of convergence projects with other line agencies except those under the Department of National Defense.

• Vice Chairperson for DPWH Central Bids and Awards Committee - Goods and Services
• DPWH Principal Alternative to the National Committee on Geological Sciences (NCGS)
• DPWH Representative to the National Council on Disability Affairs (NCDA)
• DPWH Alternate Representative to the Philippine Fisheries Development Authority (PFDA)
• DPWH Alternate Representative to the Government Procurement Policy Board (GPPB)
