This toolkit was developed using the Harmonized Gender and Development (GAD) Guidelines for Project Development, Implementation, Monitoring and Evaluation as a guiding framework. The contents and form of the toolkit were conceptualized to be user-friendly and practical format for better utilization by the DPWH staff.
