Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson together with DPWH Region 1 Director Melanio C. Briosos and Project Engineer Angelito A. Dian inspects the on-going Laoag City By-Pass Road Project in Ilocos Norte. The four (4) lane highway project is designed to lessen travel time especially of tourists exploring scenic places of the northern Ilocos Region to the northernmost part of the Ilocos Region.
