The Department of Public Works and Highways, Regional Office I hosted the National Sewerage and Septage Management Program (NSSMP) Promotional Campaign and Training Workshop last July 25-27, 2017 at the Multi-Purpose Hall, DPWH RO I, City of San Fernando, La Union.
Aimed to protect the country’s bodies of water from land-based waste, the seminar was attended by 49 participants who came from the Technical Offices of the DPWH Regional Office and District Engineering Offices (DEOs), Local Government Units (LGUs) and Water Districts (WDs) from the nine (9) cities of Region I.
The different areas discussed during the workshop were Overview on NSSMP, Sewerage and Septage Technologies, Technical Aspect of NSSMP, DBP’s Green Financing Program, Sewerage and Septage Treatment Facility and Maynilad Wastewater Services. A site visit at the septage treatment facility in Dallangayan was made possible in coordination with the City of San Fernando.
To further its commitment to the nationwide campaign for local implementers like LGUs, WDs and Private Service Providers (PSPs) to develop and provide sewerage and septage services that seek to minimize the adverse impacts of domestic wastewater discharges on water quality and water resources in general, DPWH Region I encouraged local implementers to build their own sewerage and septage facility on a 40-60 funding, where 40 percent will be subsidized by the government thru DPWH while 60 percent will be shouldered by the LGU.
NSSMP is legally anchored in the Philippine Clean Water Act of 2004 (Republic Act 9275) which requires the DPWH to lead the preparation and implementation of the NSSMP as part of the integrated framework for water quality management.
