Responding to the observation of some international observers, the Department Public Works and Highways (DPWH) will adjust the sizes of the temporary shelters or bunkhouses to conform to acceptable international standards.
“Bunkhouses or temporary shelters were requested by the DSWD and the LGUs and the sites were likewise identified by LGUs,” said DPWH Secretary Rogelio L. Singson.
bunkhouses were intended as temporary shelters for “Yolanda” survivors now staying underneath tents and tarpaulins and those families, living along coastal areas, whose houses were washed out during the onslaught of super typhoon “Yolanda.”
Each bunkhouse is divided into 24 units. But, some international observers noted that the allocated area should have been wider than the designed 8.64 square meters per unit. However, DSWD has the option to allow families with more than four (4) members to use two (2) adjacent rooms.
“It’s so easy to dismantle the partition between two (2) units so that each family can occupy a wider area of 17.28 square meters,” said Singson.
He further said that “it will take some time to identify the sites for permanent housing and eventually the building of permanent housing structures for these dislocated families. The construction of temporary shelters will provide them with more decent living quarters rather than in tents or evacuation centers exposing them to natural elements.”
Singson also reiterated his directive to closely monitor contractors’ compliance to the approved plans and specifications of the bunkhouses before they (contractors) are paid.
About 87 contractors, coming from different parts of the country, volunteered to undertake construction of bunkhouses in 42 sites in Eastern Visayas.
