
The Department of Public Works and Highways (DPWH) Regional Office VIII conducts its regular monthly coordination meeting with the contractors held at the EMD Function Hall, Pawing, Palo, Leyte today (September 27, 2016).
The meeting aims to resolve issues and concerns with the contractors in order to fast track project implementation of CY 2016 Projects.
The meeting was presided by OIC ARD Virgilio C. Eduarte. Also in attendance were: Engr. Luciano O. Gumba, Chief Construction Division, Engr. Ricardo D. Odita, Chief Maintenance Division and other DPWH Project Engineers. Some 47 contractors were present.
“I am thankful that all contractors gave their commitment to follow the instructions of DPWH Central Office to work 24/7, if not 16/7,” said ARD Eduarte in an interview. Eduarte said that it’s quite difficult for the contractors at present to add equipment as compared to adding manpower and man hours.
“The number of projects to be implemented has increased considerably as well as the amount, but the number of contractors have remained the same. These are common problems of contractors nationwide not only in Region VIII,” he added.
ARD Eduarte instructed contractors not to request for time extensions so that the 85 percent target set by the Central Office for physical accomplishment by year end will be achieved.
The meeting concluded with issues and concerns resolved per project starting with the problematic ones. Eduarte informed the contractors that the Regional Office (RO) is transferring supervision of project implementation to District Engineering Offices (DEO) of some projects to unload the workload of RO.
Furthermore, ARD Eduarte informed contractors that starting November or December 2016, bidding of CY 2017 projects will commence. He encouraged the contractors to show good performance to be qualified for the bidding process. Contractors with 10 percent slippage will be disqualified during post-qualification evaluation in consonance with the DPWH Procurement Manual Vol. 2 p.486. (rbtc/arl/DPWH8)
