
Strategic planning is a must for all organizations in order to set priorities, strengthen operations and outline measurable goals.
On March 6, 2019, the Department of Public Works and Highways-Regional Office No. IV-A (DPWH-ROIV-A) conducted its 6th strategic planning activity. This tradition has been established starting year 2016 when Regional Director Samson L. Hebra realized the need for an activity that would provide a sense of direction and a venue for evaluating progress.
It was indeed a day of thanksgiving and celebration for the Regional Office and all District Engineering Offices. The Region ended the year 2018 with flying colors for all the accomplishments that have been achieved that were even beyond expectations.
First off the charts is the Annual Assessment of Design Capability for CY 2018. R4A achieved a score of 90.09%, landing at rank no. 5 among sixteen (16) DPWH Regional Offices, with an adjective ranking of Very Satisfactory. Two District Engineering Offices, Laguna II (rank no. 9) and Laguna III (rank no. 13), were also included in the top outstanding district offices out of 183 DEOs.
Another category that rated the Region at rank no. 1 among sixteen (16) ROs with an overall points of 86.26 at Very Satisfactory rating is the Quality Assurance Performance Rating for CY 2018. Two (2) District Engineering Offices, the Cavite I and Batangas IV DEOs, have nailed the outstanding rating at 93.18 and 90.85, respectively.
Also included in the performance matrix is the rating in compliance to Department Order No. 41, series of 2016 regarding Maintenance of National Roads and Bridges. The Region achieved 100%, at rank no. 1 with Regions I, III and XII.
For the Disbursement, Region IV-A once again bested the other Regional Offices for acquiring 92.6% in this category, exceeding the Department’s target of 70% for December 2018.
RD Hebra wholeheartedly extended his thanks and approval for a job well done to all the leaders and staffs of Region IV-A. He said that all these achievements will never be possible without the cooperation and teamwork of the people. “These accomplishments aren’t just nice bullet points. Each division’s/section’s efforts has deep and lasting impacts on our agency, especially to this country.”
