DPWH Conducts PGS Strategy Refresh

A Strategy Refresh session was conducted by the Department of Public Works and Highways (DPWH) to craft new and/or update its Performance Governance System (PGS) and performance metrics to align to the agency mandate.

The strategic planning refresh was initiated by Senior Undersecretary Emil K. Sadain, Chairperson of DPWH PGS Committee which was reconstituted on February 2023 with the issuance of Department Order No. 18 by Secretary Manuel M. Bonoan to ensure that the participatory strategic planning process is sustained and harmonized with the government's various performance metrics and regulatory requirements.

For two (2) days, the PGS Committee Chairperson together with Assistant Secretaries and PGS Core Team Co-Head Marichu A. Palafox and Constante A. Llanes Jr., and great minds from the Bureaus, Services, Project Management Offices, Regional and District Engineering Offices took part in the refresh workshop held March 14 and 21, 2023 at Bayleaf Hotel, Intramuros, Manila to craft DPWH performance management framework for 2023-2028 anchored on the context of the most current strategic direction, objectives and targets, and operations policy in pursuit of fulfilling the Department’s function.

Former DPWH Undersecretary Raul C. Asis who was among the spearheads in the Department’s adoption of PGS as a strategy management tool, was also present to share his insights and help facilitate the meticulous process of reviewing and identifying new strategic objectives, key indicators, priorities and annual targets for the period of six (6) years covering 2023-2028.

“With our new PGS Strategy for 2023-2028, we hope to reconcile the strategic position of DPWH and enable to fulfill mandate of providing quality infrastructure facilities and services, high-impact and priority infrastructure flagship projects under the “Build Better More” program, deliverables under Ambisyon 2040 collective long-term vision and aspirations of the Filipino people, updated Philippine Development Plan, and the President Ferdinand R. Marcos Jr. administration’s 8-point socio-economic agenda while producing our intended breakthroughs towards good governance,” said Senior Undersecretary Sadain.

The PGS Committee Chairperson pointed out that the new PGS Strategy will help DPWH endeavors to be more operationally and organizationally effective by setting priorities, by refining the targets responsive to needs of the changing times, and by looking for better ways of doing things to improve current conditions.

“With PGS, we will be able to gauge the performance of the Department holistically and systematize the implementation and monitoring of its strategy”, added Senior Undersecretary Sadain.

The updates on the DPWH PGS Strategy Map and Enterprise Scorecard focuses on three (3) major outcomes towards its sustainable development goals: reduced travel time, improved road network safety, as well as lives and properties protected from natural disasters.

DPWH seeks to achieve the final stage of the PGS Pathway or the Institutionalization Stage by implementing a culture of governance within the organization with PGS as a gauge to the holistic performance of the Department driving all other systems implemented in the agency including Quality Management System and Strategic Performance Management System.

DPWH adopted the PGS as the official strategy management tool in 2009, entered Proficiency Stage or third of the four (4)-stage pathway in 2017, and was handed the Silver Governance Trailblazer Award by the Philippines PGS practitioner in the Institute for Solidarity in Asia (ISA) during its Public Revalida focused on the significant advancements in public sector governance.
