DPWH Starts Drainage and Road Works Along España on May 15

The Department of Public Works and Highways (DPWH) will implement round-the clock works for two (2) months in the construction of drainage and road improvement along España Boulevard in Sampaloc, Manila.

DPWH Secretary Rogelio L. Singson ordered DPWH National Capital Region to conduct a 24/7 work scheme for the España Boulevard Phase 2 Project of the North Manila Engineering District between P. Campa Street to N. Reyes Street (Lerma) set to commence on May 15, 2014 (Thursday).

The construction is expected to be completed on July 13, 2014, thirty (30) days earlier than the contract duration of ninety (90) calendar days.

“We want to finish this project within sixty days period, in time for the opening of college classes that moved their academic year opening to August,” said Singson.

One of the government’s efforts in alleviating frequent flooding at España, the P14.3 million worth project involves the improvement of existing drainage line at the corner of España Blvd. and P. Campa St. and grade raising of concrete pavement with a length of 102 lineal meters and total pavement area of 3,310 square meters from Lerma to P. Campa Street.

The widening of road lane going to Quiapo between Paquita and R. Papa Streets, will also be undertaken alongside the flood-mitigation project.

To minimize traffic, the North Manila District Engineering Office required the contractor Steven Construction and Supply to deploy traffic aides/enforcer equipped with a two-way radio communication to assist the Local City Government of Manila and Metropolitan Manila Development Authority (MMDA) Traffic Enforcers during the project implementation.

The España Boulevard Project Phase 2 which was given green light by the MMDA Chairman last week (May 7, 2014) was originally set for implementation at the last quarter of CY 2011 but was deferred at that time to reduce traffic inconvenience due to the construction of Quezon Avenue Underpass, at the intersection of Quezon Avenue and G. Araneta St. in Quezon City, and there after the proposed España Boulevard Underpass and/or A.H. Lacson Flyover.

Alternate route for northbound vehicles are the following direction: a) from Quezon Boulevard take A. Mendoza, Laon Laan, Dimasalang or A. Mendoza, J. Barlin, P. Noval, España Boulevard or C.M. Recto Avenue, Legarda, Earnshaw, SH Loyola; and b) from Taft Avenue take Ayala, P. Casal, Legarda, Earnshaw, SH Loyola.

Southbound vehicles are recommended to take the following route: a) from Quezon Avenue take Kanlaon, P. Florentino/P. Margal/Dapitan, A. Mendoza, Quezon Boulevard (Quiapo); from Rodriguez Avenue take Josefina, J. Fajardo, Earnshaw, Legarda, C.M. Recto Avenue; from España Boulevard take A. H. Lacson, Earnshaw, LEgarda, CM. Recto Avenue or take Adelina, A. Mendoza, Quezon Boulevard (Quiapo)

Also, in coordination with MMDA and the City of Manila, no parking will be strictly enforce in the following: Dapitan, Laon Laan, A.H. Lacson, P. Noval – R. Papa – P. Paredes, J. Barlin, SH Loyola, and N. Reyes.
