DPWH-CAR Ties Up With CSOs & NGOs

Monday, October 20, 2014

Monitoring of infrastructure projects in Cordillera Administrative Region (CAR) will now be easier with the assistance from Civil Society Organizations and Non-Government Organizations (CSOs/NGOs).

This is made possible as the Department of Public Works and Highways- CAR (DPWH-CAR) is now regularly conducting series of consultations with CSOs/NGOs in the region.

In the recently conducted consultation for FY 2015 Budget of DPWH-CAR, Regional Director Edilberto P. Carabbacan said that consultation is one of the mechanisms to help promote good governance that guarantee effective reinforcement of the Department’s transformation program including efficiency and transparency in the implementation of its projects.

Proposed infrastructure projects for FY 2015 were presented and discussed in the consultation.

“Since Secretary Singson has already authorized the early procurement of projects to take advantage of the good weather condition, we assure you that if we find the opportunity and the means to expedite their completion, and together with our partners we will surely work for it. Director Carabbacan added.

Director Carabbacan also discussed factors affecting project completion in some parts of the region. These includes calamities such as typhoons, flash floods and bad weather conditions, Right-of-Way issues particularly during the implementation of SONA projects; coordination with DENR regarding tree cutting permits; and Peace and Order situation which requires coordination with the local officials and the Philippine National Police (PNP).

The CSOs/NGOs have expressed their approval on the projects presented and emphasized that these are top priorities that will contribute for the development of the region.
