
The Department of Public Works and Highways–National Capital Region placed first on the March 2022 Physical Accomplishments report, advancing 12 places from its previous year ranking and outperforming 15 regions for the first time over the past years.
In the Regional Staff Conference held at the DPWH Central Office on March 5, 2022, Assistant Regional Director Juby B. Cordon reported that the DPWH NCR achieved an overall physical accomplishment of 11.70 percent. ARD Cordon cited that one of the reasons for the improved performance of the Region was due to the efforts of the monitoring and project engineers who worked day and night to regularly update the Project and Contract Management Application (PCMA).
Regional Director Nomer Abel P. Canlas recounted all the challenges faced dated as far back as his first day in the Office. He added that achieving a feat on a short span of time was made possible by focusing on management intervention.
Aside from its promising accomplishments on physical infrastructures, DPWH NCR had also been steadily climbing up the ranks in terms of financial accomplishments. Finance Chief Ms. Minerva Recto reported that the Region reached an overall absorptive capacity of 61.70 percent and a current year disbursement rate of 6.42 percent, placing sixth and third spots respectively. A commendation was given to the Las Piñas-Muntinlupa District Engineering Office (DEO) represented by OIC, District Engineer Isabelo C. Baleros for ranking fifth in the top nine DEOs with the highest current year disbursement rate.
Assistant Secretary Wilfredo S. Mallari was keen to advise the Region on where it can improve more from pre-construction activities, ongoing and to carry-over projects.
For fiscal year 2022 infrastructure program, Planning and Design Chief Engr. Lydia G. Chua conveyed that 82.31 percent of pre-construction and detailed engineering designs were already completed to date. While, Maintenance Chief Engr. Reynaldo V. Rosario gave updates on the ongoing Clean and Green Program of DPWH NCR, recent procurement of maintenance equipment, and developments on the proposed underground cabling system, which was commended by Senior Undersecretary Rafael C. Yabut.
Secretary Roger G. Mercado checked the status of ongoing projects and activities of the Region. He lauded the continuous support of the Office in his environmental advocacy for a clean and green Metro Manila.
RD Canlas put emphasis that the recent milestones of DPWH NCR are due to the combined efforts of the nine District Engineering Offices and the Regional Office, the effective supervision of the top management, and the ever-hands-on Secretary Mercado.
