
The Department of Public Works and Highways (DPWH) Central Office has been bestowed with the Civil Service Commission (CSC) Bronze Award in the prestigious Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) as well as Certificate of Registration of the Collective Negotiation Agreement.
DPWH Secretary Manuel M. Bonoan together with Undersecretary Ardeliza R. Medenilla and Assistant Secretary Marichu A. Palafox, and Human Resource and Administrative Service (HRAS) Director Michael S. Villafranca received the Bronze Award on Monday, January 15, 2024 from CSC-DPWH Field Office Director Mira Michelle A. Brazil.
In his message upon receiving the award at the flag raising ceremony, Secretary Bonoan acknowledged Undersecretary Medenilla and Assistant Secretary Palafox for demonstrating exceptional performance and dedication in their roles as in-charge of the Support Services and the collective effort of HRAS headed by Director Villafranca to undertake necessary reforms in HR systems and processes to not only comply with the PRIME-HRM requirements but also to put the agency on the map of HRM excellence.
The Bronze Award is in recognition of the Department’s strict adherence to the standards of CSC in human resource management in the four (4) core HRM systems such as Recruitment and Selection, Performance Management, Learning and Development and Rewards and Recognition.
Secretary Bonoan expressed his gratitude for the recognition, emphasizing that this achievement is a collective effort of the entire DPWH workforce.
DPWH was earlier subjected to CSC PRIME assessment to check whether the human resource management practice of the Department is compliant with civil service laws, rules, and regulations.
The CSC found DPWH Central Office in adherence to merit and fitness, effectively manages performance of employees, and provides sufficient learning and development interventions and rewards and recognition to its employees.
Being accredited for CSC PRIME-HRM Bronze Award means that the DPWH Central Office HR systems are processed-defined and being managed and implemented according to documented processes.
Other than the Bronze Award, DPWH has also received a Certificate of Registration of Collective Negotiation Agreement or CNA for the year 2023 to 2025 between the DPWH Management and the DPWH Employees Union.
The DPWH CNA Committee - Management Panel is chaired by Undersecretary Medenilla while the Employees Union (EU) Panel is headed by EU National President Mr. Rafael T. Reamico.
