The Department of Public Works and Highways (DPWH) has undertaken a flood mitigation project that also serves as a road along Caritan-Balzain Creek, providing significant flood protection and improving transportation connectivity in Caritan Norte, Tuguegarao City, Cagayan.

DPWH Secretary Manuel M. Bonoan, citing a report from DPWH Region II Director Reynaldo C. Alconcel, said that the 409.2-meter embankment system project was completed in the amount of P56.5 million, funded under the 2022 General Appropriations Act (GAA).

Alongside the dike structure, the project features a 6.10-meter-wide carriageway with 200-millimeter thick concrete pavement, providing a durable and safe roadway for residents and tourists.

Other key components of the project involve grouted riprap slope protection, pipe culverts for drainage, solar-powered streetlights for improved nighttime visibility, and wire mesh fences for safety.

Since its completion, the project has significantly impacted the local community by improving transportation and connectivity between the Balzain and Caritan areas. Residents are now experiencing a more reliable and faster access to essential services, educational institutions, and commercial centers.

“The flood mitigation structure is a major improvement for Tuguegarao City. It enhances our flood control measures especially during the rainy season,” said Director Alconcel.

Residents and local business owners have expressed their appreciation for the project’s completion, highlighting how the dike road have reduced the impact of heavy rains and flooding on their homes and livelihoods.
