
“Prove that you deserve your appointment as Project Manager (PM) of the Department of Public Works and Highways (DPWH)”.
Secretary Rogelio L. Singson, in administering the oath of office of some 30 individuals appointed to the position of PM-1, PM-2, and PM-3, challenged them to perform their sworn duties and responsibilities as public servants with particular emphasis on accountability for their actions.
The DPWH Secretary also reminded them that the oath of office symbolizes pledge to the Philippine government and, more importantly, to the Filipino people—that public resources will be utilized prudently for general public benefits and not for selected few individuals.
“I just hope that those appointed PMs who passed a rigid selection and screening process taking into consideration the qualifications with regards to educational achievements, specialized trainings, work experiences, and performance ratings are truly men and women of moral values and dedicated to help us in our effort to transform and professionalize the DPWH organization to restore public trust”, added Singson.
From a pool of Department’s Project Managers under the direct supervision of DPWH Undersecretary Rafael C. Yabut, a Project Manager, depending upon expertise, experience, rank and magnitude of Project Management Office (PMO) projects, is assigned to ensure the effective implementation of major foreign assisted projects.
Meanwhile, 111 DPWH engineers have also passed the DPWH Field Managerial Competency Examination administered by the Civil Service Commission on June 29, 2014 as part of the efforts to professionalize the organization.
A total of 109 are qualified for promotion in the second level position while two (2) eligibles are to handle third level managerial position in the Department.
As one of the largest organization in the executive branch, the DPWH has embarked on implementing promotional examination as one of the basis in measuring merit for promotion and assignment of technical personnel.
